Who has to use DEFRA's digital waste tracking service now?
Since 1 October 2026, everyone in England and Wales with a permit or licence to receive waste must record every load they receive with DEFRA's service, including loads taken in by mobile plant. Sites run under waste exemptions are not included yet. Household waste brought by residents to household waste recycling centres in England is exempt, and so are those centres in Wales.
How long do I have to record a load?
Until the end of the second working day after the day it arrives. In England, working days leave out weekends, Christmas Day, Good Friday and bank holidays in England. So a load received on a Wednesday is due by the end of Friday, unless there's a bank holiday in between.
What if I find a mistake after recording a load?
England's regulations give you one month from when you become aware of the mistake to correct it. In WasteOne, a correction is a change to the original record, and both versions are kept.
What if DEFRA's service is down?
Unless DEFRA has announced the outage, tell your regulator. Make a written record of each load within two working days, then enter the loads once the service is back. England's regulations allow seven days from the day after the outage ends, but DEFRA's guidance says seven working days. Until DEFRA settles it, the safer course is to count calendar days.
When do Scotland and Northern Ireland start?
Scotland starts on 1 January 2027, and Northern Ireland from January 2027. Older articles saying Northern Ireland started in October 2026 are out of date. We haven't yet decided whether WasteOne will cover Scotland and Northern Ireland at launch.
When do carriers, brokers and dealers have to join?
DEFRA plans to bring in carriers, brokers, dealers and exempt sites from October 2027. That is a plan, not law. No day has been given and the date can still move.
Is there a fee?
Yes: £26 a year for each organisation, paid straight to DEFRA. Software can't pay it for you, and DEFRA's service refuses an organisation's records while it is unpaid. DEFRA's guidance and the regulations give different dates for the first payment, so check yours with DEFRA.
Can I keep using paper?
Yes. Paper transfer notes, Annex VII forms, consignment notes and returns carry on alongside the service until further notice. Operators who can't go digital get a reference number from their regulator, keep paper records within two working days, and hold them for three years. Once they can go digital, they have 28 days to switch.
WasteOne and DEFRA
Can WasteOne send my loads to DEFRA today?
Not yet. Software has to pass DEFRA's production approval tests before it can send live records, and we plan to do that in 2027. We'll say so on this site the day it happens.
Who is the software provider?
Easy2pc Ltd makes WasteOne. It will register with DEFRA as the software provider, and it holds your records on your behalf.
Could someone else send records under my business's name?
DEFRA's service doesn't check which software is sending records for which business, so that check is ours to make. WasteOne is designed so that a business's DEFRA code can only ever be used for that business. The DEFRA connection itself is not built yet.
Drivers and the app
Do my drivers need a phone?
No. Drivers can keep their paper tickets, and the office keys them in afterwards. The record is dated when the work was done, not when it was typed.
Which phones does the app run on?
Android 10 or newer. There's no iPhone app for now. Each driver signs in with their own login, the phone must have a screen lock, and each driver sets a WasteOne PIN. As of 9 October 2026 the app is built and in final testing, but it is not yet on real phones.
Does it work without signal?
Yes. Collections, signatures and photos are saved on the phone and sent when the signal comes back, dated when they actually happened. If the office refuses a change, it is kept and shown to the driver, never quietly dropped.
Does it track our lorries?
No. Location is recorded only at a collection, an arrival or a yard check-in, as part of that record. Lorries and drivers are never followed in between.
Your records
Can another business see my records?
No. Each business sees only its own records, and that is enforced twice: in the application and in the database itself.
Can records be deleted or changed?
Records are never quietly overwritten or thrown away: a removed record is kept out of sight rather than erased, and every change records who made it and when. A weight is never overwritten: a correction is a new weighing, and both stay on the record. Once a transfer note is signed it is frozen, so editing a template later never changes what somebody agreed to.
Are electronic transfer notes legal?
Yes, in England and Wales. Regulation 35 of the Waste (England and Wales) Regulations 2011 allows a transfer note to be kept in electronic form and signed electronically, and gov.uk says to keep a paper or electronic copy for two years. (Checked against legislation.gov.uk and gov.uk, 8 October 2026.)
What happens to my records if I leave?
Before anyone pays for WasteOne, you'll be able to export all of your records, at any time, in a format you can open without us. What happens to your access if you stop paying hasn't been decided yet, and we'll say so here when it is.
Pricing and the pilot
How much will it cost?
From £19 a month + VAT for one vehicle. There are four plans, up to £199 a month for 40 vehicles and 3 sites, and larger businesses can ask for a quote. Prices go by vehicles and sites, never per user or per load. Every plan has a 90-day free trial, with no card needed to start and no setup fee, and the first 50 paying customers get 30% off their whole bill for two years. You can't buy WasteOne yet: the pricing page has the details and the founding list. DEFRA's £26 fee is separate and is paid to DEFRA.
Do I pay for each user?
The draft plans have no per-user charges, so everyone in the office and every driver would get a login. That isn't final until prices are decided.
When can I buy it, or join the pilot?
Not yet. Our first pilot is planned with a wood and pallet recycler that collects, weighs and treats waste on its own site. Pilot places are few and arranged directly. To hear when WasteOne is ready, join the founding list, from the button below or on the pricing page.
